Every year the environmental campaign group Global Witness produces a report on the attacks suffered by environmental defenders around the world. As usual, the Philippines ranks high on the list of countries where environmental defenders are victims of extrajudicial killings. The Philippines has the worst record in Asia and the worst record in the world outside Latin America, with 12 killings recorded in 2025. The militarisation of rural areas continues, particularly where there is mineral exploration. Environmental defenders continue to be arrested and detained under sweeping anti-terror laws. The human rights organisation Kapapatan records 227 activists arrested under these laws during 2025.
