“In a last-ditch effort to save face and justify the killing of Kian Delos Santos, Northern Police District (NPD) Chief Supt. Roberto Fajardo had to search through his old box of lies. Fajardo’s expertise in fabricating testimonies and planting evidences has been tried and tested. When he was the PNP-CIDG-NCR Director, he was involved in the illegal arrest and detention of Benito and Wilma Tiamzon, and the planting of evidences to warrant the filing of trumped-up charges of illegal possession of firearms and explosives against them,” said Karapatan secretary general Cristina Palabay.

In a press briefing last August 21, 2017, Fajardo said that Kian was a ‘newly identified suspect’. The police chief then proceeded to accuse the 17-year old of being a courier and even tried to implicate the victim’s father and uncle as drug users and sellers. Fajardo further said that the victim had a reputation as a drug runner in the community, though this was disproved by residents themselves. “Indeed, desperate times call for desperate measures, and the public outrage over Kian’s death is putting the entire police force at their wits’ end,” added Palabay.

Roberto Fajardo was removed from office after the killing of Grade 11 student Kian Delos Santos brought into light the abusive conduct of policemen in the course of Duterte’s drug war campaign. Fajardo is said to remain in the personnel and accounting unit of the PNP in Camp Crame.

“Fajardo is not credible. He has been trained in the art of fabricating and planting evidences. In fact, the entire police force is not credible, known for their corrupt practices and rights abuses. Despite being relieved from position, Fajardo is among friends in Camp Crame. This is a circus show meant to appease public backlash, far from the justice that this nation is clamoring for,” Palabay said.

Karapatan’s secretary general stated that such maneuvers of the police have been widely used to jail activists and leaders of progressive organization. Last February 2017, Bayan campaign officer Ferdinand Castillo was illegally arrested, with trumped-up cases of illegal possession of firearms and explosives file against him after elements of the CIDG planted a .45 caliber pistol in Castillo’s possession.

“What happened to Kian and the many more victimized by the Duterte regime’s full-scale ‘Kill, Kill, Kill’ campaign has highlighted the corruption, brutality, and impunity that has always existed in the police force. In light of recent events, we continue to call for an end to these State-sponsored killings and the immediate prosecution of all those involved. Duterte cannot wipe his hands clean of the many murders perpetrated by his State security forces. He must also be made to account,” concluded Palabay.
