“A product of a system reeking with corruption and injustice.”

This is how Dr. Alex Montes described Assistant City Prosecutor III Raul Y. Desambrana assigned at the Quezon City Prosecutor’s Office in yesterday’s entrapment operation led by the National Union of People’s Lawyers (NUPL) and the National Bureau of Investigation (NBI) through the intercession of Justice Secretary Leila De Lima.

The entrapment operation on Desambrana happened following the prosecutor’s direct efforts to extort money from Dr. Alex Montes and a co-respondent who were both named defendants in a trumped up charge of unjust vexation by Col. Reuben Espartinez filed early this year. Espartinez is a former military chaplain and declared persona non grata member of the United Church of Christ in the Philippines (UCCP).

Desambrana blatantly asked Montes’ legal counsel and NUPL representative who was handling the unjust vexation case, for P80,000 in exchange for dismissing Col. Espartinez’s charges against the Montes. Desambrana was so bold and shameless that he made persistent follow-ups with Montes’ legal counsel regarding the money and even personally called Montes’ home phone for the same agenda.

“We believe that the charges of Espartinez against us will be dismissed because we did not commit such actions,” said Dr. Alex Montes.

“Desambrana’s entrapment’s message is clear: we do not and never will resort to dirty tactics, such as what he was luring us into, to make the law favor our side. The truth alone (and a handful of just legal practitioners) will suffice to clear us of any malicious charges,” he added.

Montes lamented that the reality in the current judicial system, which is supposed to exact justice, is represented by disgraceful individuals such as Desambrana. “It pains us to think how criminals or human rights predators can away with what they do just because they have the means to pay their way to case dismissals or acquittals,” he said.

After the successful entrapment of one corrupt member of the judiciary, the Morong 43 hopes that the military and government officials who were behind their illegal arrest and torture will also be held accountable and pay for their crimes behind bars.
