We are happy to share with you the English and Filipino primers published by Karapatan on the two recently enacted laws in the Philippines – the Anti-Enforced or Involuntary Disappearance Act of 2012 (Republic Act 10353) and the Human Rights Victims Reparations and Recognition Act of 2013 (Republic Act 10368)

The primer on the Anti-Enforced or Involuntary Disappearance Act of 2012 aims to provide human rights workers, families of the missing, paralegals, lawyers and other human rights advocates with a tool in advocacy and in their practical work in documenting cases and providing support service to victims and families. This primer can also help prepare in filing charges against state security forces responsible for the act of enforced disappearance.

The primer on Human Rights Victims Reparations and Recognition Act of 2013 is a practical guide for Martial Law victims and their families to aid them in benefitting from the provisions of the Act. It is also an education tool addressed to various sectors in society, especially the youth, to promote the historical memory and lessons of the struggle for justice and indemnification of the Martial Law victims and all others who fought the dictatorship.

These publications have been produced by Karapatan with the Families of Desaparecidos for Justice and SELDA (Samahan ng Ex-detainees Laban sa Detensyon at Aresto), with the support of the Organisation Mondiale contre la Torture (OMCT). The European Union and the Oak Foundation assisted in producing these publications.
